Congress used to assess emerging technologies. Let’s do it again.

There is no doubt that independent expertise still exists. The Congress can be addressed to the Congress Service, for example or the National Academy of Sciences, Medicine and Engineering. Other federal entities, such as the Office of Management and Budget and the Office of Science and Technological Policies, advised the executive power (and still existed as we went to the press). “But they are neither necessarily experts,” says so, “and what they produce is very light compared to what OTA did. And so I really think we need a door.”

What exists today, as one researcher puts him, is a “diffuse and inefficient” system. There is no central agency that fully committed to studying technologies in serious and dedicated way and consultation of 535 countries on potential influences. The congress that digestive abstracts receives from the congress research service provide insight, but there is no substitute for exhaustive technical research and the analytical capacity of complete staff and funded research tank. There is nothing like nothing like OTA, and no single entity replicates its incisive and instructive guidelines. But there, nothing stops Congress from realizing his budget and bringing him, except perhaps a lack of political will.

“Congress smiles, scientists vision”

OTA was not exactly a simple sales of the research community in 1972. years. Then it was just a third independent congress agency ever. As a magazine Science Put it in the title of that year, “Technology Assessment Office: The Congress is a smile, scientists win.” Said one researcher from the Bell Lab Science To be afraid of the legislator to board the “clumsy, destructive attempt to manage national research and development”, but mostly the sum of uncertainty seems to arise on what accuracy of technology.

The first Report of OTA, 1974, examined bioequivalence, an essential part of the assessment of generic drugs. The regulators tried to figure out whether those drugs could be considered comparable to their brand equivalents without longer and expensive clinical studies that show their safety and efficiency. Unlike all subsequent assessments of OTA, these are specific policy recommendations, such as clarification that data should be needed to evaluate the generic drug and ensure uniformity and standardization in the regulator approval process. The food and medicine administration was later installed by these recommendations in their own requests for the applications.

Since then, though, OTA did not take the parties. The Office was not appointed to advise Congress on how legislation. Instead, she was entrusted on his closely focused mandate: perform research and provide policies in a well-reasoned set of options that have been a number of professional opinions.

Perhaps surprising, given the increase in commercially available computers, in the first decade of its existence, OTA has produced only a few calculation reports. One report from 1976. He touched automated trains control. Others have reviewed computerized X-rays, better known as CT scans; Computerized crime databases; and the use of computers in medical education. Over time, the outlet in the office continuously increased, at the end, on average it is 32 reports per year. His budget swollen at $ 22 million; His staff struck in 143.

Although it is sometimes said that the future influence of technology is beyond one’s imagination, several findings have shown medicine. The 1982 report on the electronic transfer of funds or EFT envisions that financial transactions will be increasingly implemented electronically (an obvious challenge for paper currency and paper checks). Others predicted that email or what he then called “electronic message systems” would disrupt the religion and the lower line of the postal service in the USA.
